Location: Sumgait, Azerbaijan

We are hiring on behalf of our client for a confidential project based in Sumgait, Azerbaijan, and are looking for an experienced HR Compliance & Employee Relations Specialist to support and monitor fair, ethical, and legally compliant employment practices across project operations, including contractors and subcontractors. The role has a strong focus on labour compliance, employee relations, working conditions, audits, and coordination with multiple stakeholders.

Key Responsibilities:

  • Ensure compliance with Azerbaijani labour legislation and applicable international labour standards.
  • Monitor employment contracts, working hours, payroll practices, benefits, leave entitlements, and other employment conditions.
  • Conduct regular labour compliance audits and site inspections.
  • Monitor working and living conditions, including worker accommodation, hygiene, safety, privacy, and overcrowding.
  • Coordinate labour-related matters with contractors and subcontractors.
  • Monitor the effective implementation of employee grievance mechanisms and review grievance records.
  • Review HR processes, policies, procedures, and employment documentation for compliance.
  • Support the development and implementation of Labour Management Plans (LMPs) and Corrective Action Plans (CAPs).
  • Maintain accurate labour-related records, including payroll, contracts, and accommodation documentation.
  • Ensure expatriate employees’ migration documentation complies with local legislative requirements.
  • Monitor employment, training, and labour-management KPIs.
  • Manage employee relations matters and support the resolution of day-to-day employee issues.
  • Prepare reports for management, external auditors, and other relevant stakeholders.

Requirements:

  • Bachelor’s degree in Human Resources, Social Sciences, Law, or a related field.
  • Minimum 5 years of experience in Human Resources Management.
  • Strong understanding of labour compliance and employee relations.
  • Experience in similar responsibilities, particularly within project-based environments, would be an advantage.
  • Excellent command of written and spoken English.
  • Strong communication, stakeholder management, and time-management skills.
  • Ability to handle multiple priorities in a deadline-oriented environment.
  • Advanced knowledge of MS Office.
  • Familiarity with HRMS or digital compliance tracking tools is an advantage. Labour Management Expert JD
