Setting and Reporting This position is located in the Information Communication and Technology Section of the Division of Administration, Economic Commission for Latin America and the Caribbean (ECLAC), in Santiago, Chile. The Information Systems Officer reports to Chief of the Section. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Please visit our website at www.eclac.org for further information. Responsibilities Under the overall supervision of the Chief of the Section. The Information Systems Officer will be responsible for the following duties: • Maintain the continuous operation of critical computer systems for ECLAC, supervise the operation of the central infrastructure area, and maintain close coordination with other units within the section. • Support the installation, configuration, and lifecycle management of on-premises and cloud-hosted systems and services. • Supervise the continuous operation of ECLAC's data center and central ICT infrastructure. • Plan the capacity and availability of central ICT infrastructure services and operations. • Establish and measure the Key Performance Indicators (KPIs) of the Infrastructure Services Unit. • Lead and participate in feasibility studies, systems analysis, design, development, and implementation of new and moderately complex systems involving infrastructure services. • Provide specialized advice to users by analyzing their requirements and translating them into effective technology solutions. • Determine integration and interfacing requirements with existing applications. • Be responsible for maintaining, updating, and proposing improvements to existing systems. • Troubleshoot and provide ongoing support to key users, including resolving complex issues, advising them on the use of new technologies, monitoring transactions to measure performance, and ensuring the continuous operation of assigned systems. • Investigate, analyze, and evaluate new technologies and make recommendations for their implementation. • Manage and ensure integrity, availability, and security of data through appropriate backup strategies and access controls. • Develop and test disaster recovery plans and ensure proper planning and training for personnel responsible for their execution. • Prepare and maintain technical documentation, including system architectures, operational procedures, and configuration baselines. • Participate in the preparation of reports and documents related to systems, their requirements, information management, and security strategies. • Facilitate communication and maintain strong relationships with ICTS clients. • Participate in, or serve as coordinator for, the development and implementation of Service Level Agreements (SLAs) between internal clients and ICTS. • Manage all aspects of contract administration with suppliers of goods and services, including the establishment of Service Level Agreements (SLAs), bidding processes, and related procurement activities. • Provide guidance and supervision to new and junior staff, consultants, and other personnel. • Manage local demand for IT assets and services. • Participate in the preparation of the ICTS budget. • Evaluate resource requirements for technical projects beyond the capacity of internal staff. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Competencies •PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high-level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, including proficiency in developing and implementing systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization's information infrastructure and IT strategy related to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education A first-level university degree in computer sciences, information systems, engineering in computer systems or telecommunications or related field. A first-level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific Qualification Professional certifications such as ITIL®, VMware VCP, Cisco CCNA/CCNP, Microsoft Azure Administrator, AWS Solutions Architect, or Dell EMC Proven Professional are desirable. Certifications in network security and firewall administration (e.g., Security+, CCSA, or NSE) are desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work Experience A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of ICT infrastructure or related areas is required. Knowledge of enterprise-level systems architecture, hosting environments, storage infrastructure, and backup and recovery solutions is required. Experience in Linux/Unix system administration and windows server system administration is required. Experience in data analytics or related area is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Spanish is desirable.
