Result of Service A direct and timely assistance service provided to the National Ozone Unit by developing campaign/dissemination strategy and related technical outreach materials for public awareness campaigns. Work Location Homebased Expected duration 12 months Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment. In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2026 UNEP Business Plan and CAP's budget, the OzonAction Branch provides information services, legal/policy, and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP stage III and the KIP Stage I, to support the hiring of a local consultant to conduct the activities of 1st tranche of the HPMP and the KIP. In this regard, these Terms of Reference (TOR) aim to define the scope of services required to be provided by the national consultant to support the Focal Point for the Montreal Protocol in the development of two public awareness campaigns in Chile - an awareness campaign for the phase-out of HCFCs and another for the phase-down of HFCs. Duties and Responsibilities: Under the overall supervision of the Ozone Unit of the Ministry of Environment of Chile and Latin American Region Programme Officer for OzonAction, the Consultant will be responsible for: ●Developing the implementation of the dissemination campaign and their relatedactivities and materials under the Stage 3 of the HPMP (HPMP-III) and the Stage I ofthe KIP (KIP-I), in close coordination with the Ozone Unit. ●Preparation and implementation of the awareness and dissemination activities andrelated materials supporting the implementation of HPMP-III and KIP-I. ●Support the NOU in the communication and dissemination activities related to theimplementation of the Montreal Protocol, including the development and disseminationof outreach materials, digital and social media content, publications, awareness-raisingcampaigns, and communication support for relevant activities, projects and traininginitiatives. Keep a close coordination with the NOU throughout the consultancy,including regular communication to plan and prioritize communication activities,review and validate outreach materials and content, coordinate their publication anddissemination, and ensure that all communication products are aligned with the NOU’spriorities and communication guidelines. Qualifications/special skills A bachelor’s degree in journalism, communications, or another related area of study is required. Four (4) years of working experience in development of public awareness/outreach programmes for targeted audience and managing communication programmes, media, social media and public campaigns, including editing of publications on environmental matters is required. Knowledge on the organizational structure of the Chilean public sector and competent authorities for the environment is desirable. Experience in implementing awareness raising activities in the area of Montreal Protocol and dealing with communication and dissemination criteria of the Ministry of the Environment of Chile are highly desirable. Demonstrated ability to work collaboratively with multidisciplinary teams and to engage with public and private stakeholders is an asset. Languages Fluency in oral and written Spanish is required. Knowledge of other UN languages is desirable. Additional Information Not available.
