Position Overview SteerBridge Strategies is seeking a Deputy Chief Technology Officer (DCTO), Infrastructure to own the cloud architecture, security compliance, corporate network, and IT foundation that underpin SteerBridge’s federal technology portfolio. This role sits at the center of the company’s technical operations, providing the secure, scalable, and compliant infrastructure that SteerBridge’s mission programs, including VA disability claims modernization, aviation readiness analytics, and federal fintech platforms, are built on, as well as the internal IT and security posture of the company itself. The role also spans DoD-facing infrastructure, including cloud environments hosted at DoD Impact Levels (IL4/IL5) and infrastructure governance for AI/ML workloads, including LLM/NLP integrations and edge device deployments, supporting SteerBridge’s programs across both VA and DoD mission environments. 

The Deputy CTO, Infrastructure reports to the CTO and works alongside the other Deputy CTOs and Architecture Review Boards to ensure every program inherits a consistent, defensible security and cloud foundation. This person will represent SteerBridge to government security authorizing officials and internal leadership alike, translating infrastructure and compliance decisions into business and mission risk terms.

Key Responsibilities

  • Cloud Architecture Leadership: Direct the design, governance, and continuous improvement of SteerBridge’s cloud architecture across all program environments, including governance of IaaS, PaaS, and SaaS service models and DoD-hosted environments (IL4/IL5), ensuring consistent standards for scalability, resilience, and cost efficiency. 

  • AI/ML Infrastructure Governance: Establish infrastructure governance standards for AI/ML workloads across IaaS, PaaS, and SaaS service models, including LLM/NLP integrations, ensuring secure, compliant infrastructure underpins Medallion Architecture (bronze/silver/gold) data pipelines across programs. 

  • Security Compliance & Risk Management: Own the security compliance posture of SteerBridge’s infrastructure, including RMF/ATO packages, continuous monitoring, and remediation of findings across all programs and corporate systems. 

  • Corporate Network & IT Operations: Lead corporate network architecture and operations, including connectivity, segmentation, identity and access management, and endpoint protection for SteerBridge’s internal IT environment. 

  • Edge Device Management: Own the strategy for edge device provisioning, security patching, and update management across distributed and DoD field environments, including update mechanisms resilient to disconnected, denied, intermittent, or limited-bandwidth (DDIL) conditions. 

  • Executive Stakeholder Engagement: Serve as a credible representative of SteerBridge’s technical posture to government authorizing officials, auditors, and executive leadership, translating infrastructure and security decisions into mission and business risk terms. 

  • Governance & Standards: Chair or participate in Architecture Review Boards and the Technical Risk Committee, including AI/ML and LLM-specific risk review, ensuring infrastructure and security decisions across AICES, AIRES, SteerFi, and corporate IT remain aligned and auditable. 

  • Program & People Leadership: Guide and mentor infrastructure, network, and security engineers; build career pathing and technical growth plans in partnership with SteerBridge’s Career Ladder framework. 

  • Vendor & Tooling Strategy: Evaluate and manage the vendor and tooling landscape for cloud, network, security, and AI/ML infrastructure operations, ensuring cost-effective and compliant solutions across the company. 

  • Cross-Program Coordination: Collaborate with program technical leads to identify, capture, and prioritize infrastructure and security requirements ahead of delivery milestones. 

  • Delivery Management: Coordinate planning, sprint execution, and release management for infrastructure and security initiatives, and report progress, risks, and dependencies to executive leadership.  

Required Qualifications 
  • Eligibility requirements: U.S. citizenship is required for this position under applicable federal contract requirements. Candidate must also be able to obtain and maintain the security clearance required for the role. 

  • 12+ years of experience in IT infrastructure, cloud architecture, or security engineering, including at least 5 years supporting federal or highly regulated environments. 

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field (required). Advanced degree preferred. 

  • Proven ability to design and lead delivery of cloud-native infrastructure (AWS, Azure, or GCP) supporting FedRAMP, RMF, and ATO requirements, including experience with DoD-specific hosting requirements such as the DoD Cloud Computing SRG, DISA STIGs, and IL4/IL5 accreditation boundaries. 

  • Experience governing AI/ML infrastructure across IaaS, PaaS, and SaaS service models, including infrastructure supporting Medallion Architecture (bronze/silver/gold) data platforms. 

  • Deep understanding of enterprise network architecture, corporate IT operations, identity and access management, and endpoint security. 

  • Strong command of NIST 800-53 controls, continuous monitoring, vulnerability management, and the federal Authority to Operate lifecycle. 

  • Demonstrated leadership of cross-functional infrastructure, network, and security teams across multiple concurrent programs. 

  • Exceptional communication, documentation, and executive stakeholder engagement skills. 

  Preferred Qualifications

  • Active certifications such as CISSP, CISM, CCSP, AWS Certified Solutions Architect, or Azure Solutions Architect Expert. 

  • Experience with enterprise vulnerability scanning and compliance tooling (e.g., Tenable.SC/Nessus), SIEM platforms, and Zero Trust architecture. 

  • Experience operating within VA Enterprise Cloud (VAEC), DoD IL4/IL5, or other federal accreditation boundaries. 

  • Background managing security compliance across multiple concurrent ATO packages and program boundaries. 

  • Familiarity with SOC operations, incident response planning, and corporate network segmentation strategy. 

  • Experience governing LLM/NLP model integrations, including model inference infrastructure, data handling for training and retrieval-augmented pipelines, and associated security and privacy review, within regulated or DoD environments. 

  • Experience managing edge device provisioning, security patching, and update pipelines, including in disconnected, denied, intermittent, or limited-bandwidth (DDIL) field environments. 

  • Familiarity with DoD-specific frameworks, including the DoD 8500 series, CNSSI publications, and DoD 8140/NIST NICE workforce alignment. 

  • Experience with the Joint Warfighting Cloud Capability (JWCC) or an equivalent DoD enterprise cloud contract vehicle.
