Result of Service At the close of the contract, OSAA will have in place a coherent digital communications and engagement architecture spanning its three strategic anchors for late 2026 and its 2027 delivery cycle: an executed and evaluated digital narrative plan for the October flagship report launch; a conference communications plan and post-event engagement review for the December Africa Academic Conference; a 2027 digital narrative strategy note, campaign architecture and anchor asset design specifications; and a consolidated methodology note documenting the analytical frameworks and tools applied. Taken together, these outputs will enable the Office to sequence its 2027 external positioning on Africa's financing, development, and peace and security in a calibrated, evidence-based and audience-responsive manner, and to sustain analytical continuity into any subsequent advisory phase. Work Location In Person Expected duration Three months Duties and Responsibilities The Office of the Special Adviser on Africa (OSAA) is an entity within the secretariat of the UN and was established in 2003. It is unique in that it is dedicated specifically to the Africa region and focuses on Africa's priorities and international support to Africa's development. .OSAA's core functions are advisory, advocacy, coordination and monitoring. The Office works with all parts of the UN system in an effort to ensure coherence in the critical work of the UN on the inter-related issues of peace, security and development in Africa. The consultant will provide expert advisory services, and specialized outputs organized around three strategic anchors: (a) Flagship report launch (October 2026). Advise on the digital narrative plan for the launch, including pre-launch positioning, launch-day amplification sequence and post-launch sustainment. Prepare a launch communications strategy note, design specifications for the associated digital asset set (visual system, platform-adapted formats and any microsite or landing-page architecture required to carry the narrative), and a written post-launch analytics review with recommendations. (b) Africa Academic Conference (December 2026). Advise on the digital narrative treatment of the Conference as a knowledge-brokerage moment linking academic engagement to OSAA's policy positioning. Prepare a conference communications note, design specifications for the digital assets required to carry the strategy (including any convening microsite, session amplification templates and speaker-engagement formats), and a written analytical review of engagement outcomes. (c) 2027 digital narrative and campaign architecture. Conduct a specialized analytical review of OSAA's current digital audience composition, reach and engagement patterns, drawing on analytical tools and methodologies not currently available to the Office. Deliver a 2027 digital narrative strategy note covering positioning on Africa's financing, development and peace and security; audience segmentation and engagement calibration; a campaign architecture linking OSAA's 2027 deliverables into a coherent multi-platform sequence; and design specifications for the anchor asset set required to operationalize the strategy in Q1 2027. Across the three anchors, the consultant will also provide ad hoc expert advisory input on the digital dimension of OSAA's 2027 planning as part of OSAA’s annual planning process to be held in November 2026 and will prepare a consolidated methodology note at the close of the contract documenting the analytical frameworks and tools applied, to support continuity of approach in any subsequent phase. Asset production under this contract is limited to digital assets that directly implement the strategy of one of the three anchors above. Qualifications/special skills At least a first-level university degree in communications, digital marketing, journalism, digital media, or a related field is required. A postgraduate qualification in a relevant field is desirable. A minimum of five years of professional experience in digital communications and stakeholder engagement, including experience in the private sector or in organizations of comparable complexity Experience in content creation and social media management, including work with Adobe Creative Suite, Canva or similar tools Experience in web content management and digital analytics, including work with Webflow, WordPress, Drupal or similar tools Experience delivering communications products in support of senior principals or high-level leadership Experience producing slide decks, newsletters and video content Experience of communications work relating to Africa, African development or related policy areas Languages Fluency in English (both oral and written) is required. Working knowledge of French is desirable. Additional Information Not available.
